As a result of existing relationships between the Kentucky Office of Rural Health, its Flex program, and the Kentucky State Hospital Association, the SHIP grant program was immediately implemented. One hundred percent of eligible hospitals in Kentucky participated in SHIP as a consortium, implementing HIPAA and quality control measures that would have been cost prohibitive to individual hospitals.
